This is in line with Bank Indonesia’s directive to accelerate three priority sectors:
- Regional Government Electronification
- Social Assistance Electronification
- Transportation Sector Electronification
It also aligns with recommendations from the Audit Board of Indonesia (BPK) and the Corruption Eradication Commission (KPK) for each local government to implement electronic-based regional financial governance.

E-Penda is an end-to-end electronic system for managing regional revenue. It provides a fast and effective electronification solution, ranging from simple processes—making it easy for local governments to adopt—to more complex implementations.
The ePenda system can manage various types of levies, including market fees, official housing fees, tourism site fees, transportation fees, waste collection fees, advertising fees, and other regional levies.
Reports can be integrated with the FMIS system from BPKP.

Espay Payment Gateway, a licensed Non-Bank Payment Service Provider under Bank Indonesia, is a strategic partner for Regional Development Banks (BPD). Espay’s role includes providing payment administration systems and QRIS payment channels issued by the respective BPD. Espay aggregates collections from various payment channels for fund disbursement and transfers the funds to the Regional Government Treasury Account (RKUD) at the local BPD.

As part of the Integrated Fund Management and Disbursement System (SP2DT) solution, where Espay provides Cash Management features for local governments, Espay also collaborates with the respective Regional Development Bank (BPD), enabling local government transactions to be carried out online and in real time.
